Hi, I'd like to discuss support for an upcoming event. Help needed: Not decided Event type: Not decided Event area: Not decided Date: Not decided Approx. attendees: Not decided Reference: EV-1145 / en Page: https://eventconsultant.com.my/guides/malaysia-wide/east-malaysia-contingency/
The short answer
Write the contingency plan before the delays happen. For each group that can be late, which is speakers, delegates and freight, decide the warning sign, the fallback and the person who makes the call.
Take weather and flight information from the official forecaster and the airlines. The page below gives you the questions to put to airlines, couriers, the venue and the authorities, and a plan sheet to fill in with the answers.
Three things that can arrive late
Each one needs its own fallback. The same fallback rarely suits all three.
| What | Warning sign | Fallback to agree | Who decides |
|---|---|---|---|
| A speaker | Flight delayed or cancelled, or no confirmation of boarding. | Move the session, swap with another speaker, or join remotely if the speaker agrees. | The programme owner. |
| Delegates | Several flights affected, or a late-arriving group. | A later registration window and a short opening that can start without the full room. | The event owner, with the venue. |
| Freight | A shipment not tracked as received, or held up. | A reduced kit that can run the opening, and items that can be sourced locally. | The person responsible for the kit. |
Build slack into the programme, not into hope
Ask speakers and delegates to arrive the day before when the programme allows it. Keep key sessions off the first slot when speakers are on a single journey.
Name a standby for each essential speaking role. See planning travelling speakers across consecutive days and the backup speaker plan.
Weather: ask, do not assume
Seasonal risk for your months is a question for the venue and the local authorities. Ask the people who know.
Ask the venue what it does when weather affects outdoor areas, arrivals or transport. Ask the airline or operator how disruptions are announced. Then write the answers into the plan. For the wider method, see weather contingency coordination.
Checks specific to Sabah, Sarawak and Labuan
Malaysians travelling from the Peninsula to Sabah or Sarawak need an entry document. The Immigration Department says a Document in Lieu of Internal Travel Document is issued at the immigration counters in the arrival halls of airports in Sabah and Sarawak, and that an identity card is needed from age 12.
Confirm the current arrangement with Immigration before you brief delegates. Ask too whether the pass covers paid speaking or exhibiting. The Immigration Department's pages do not say. For the state pages, see Sabah, Sarawak and Labuan.
- Ask Immigration: what do delegates from the Peninsula present on arrival now?
- Ask the airport operator: how are arrival-hall immigration counters arranged?
- Ask the courier or airline: what are the cut-offs, tracking and handling rules for event boxes?
- Ask the venue: where can freight be received, and by whom?
Who is told, and when
- Agree who watches flights and tracking on the days before the event.
- Set the point at which a delay triggers the fallback, for example a missed connection.
- Name who tells the speaker, the venue and the delegates.
- Keep one written log of what changed and who approved it.
Worked example · Fictional example
A fictional forum plans for a late speaker
Fictional organisation and figures, for illustration only.
A fictional trade body holds a two-day forum in a Borneo city. Its keynote speaker flies in from the Peninsula and its printed materials travel by courier.
The secretary writes three lines. If the keynote misses the connection, the closing speaker moves to the opening and the keynote joins on the second day. If the courier box is not received by the venue the day before, a reduced printed pack is produced locally. The secretary marks who calls whom, and logs each change.

Handle it in-house, or bring in help?
Your team can usually handle this when
- Few people travel and a delay would not stop the programme.
- The venue has an event coordinator who receives freight and tells you about disruptions.
- Your team can watch flights and tracking for the days before the event.
Outside planning help earns its fee when
- Many speakers and delegates come from different places on different flights.
- Heavy or specialist freight needs to reach the venue on time.
- Nobody on your team can spend the days before the event tracking journeys and calling suppliers.
Would you like someone to hold the contingency plan?
We can keep the contingency plan, follow the journeys and coordinate decisions with your committee. We plan remotely and can be on site when the scope needs it, and we can also manage the whole event and coordinate the specialists. Send your host city, dates and the groups travelling, and we will reply with the level of support that fits and what it would cover.
Questions organisers ask
How early should speakers arrive?
Where the programme allows, the day before. Agree this with each speaker and book accordingly. The right margin depends on the journey, so ask the airline about connections.
Can a delayed speaker join remotely?
Sometimes, if the speaker agrees and the venue can support it. Ask the venue and the AV supplier early, and test the link before the day.
What if the shipment does not arrive?
Keep a reduced kit that can run the opening, and a list of items that can be sourced locally. Agree who decides when to switch.
Can you be on site for an event in Borneo?
Yes, when the scope needs it. On-site support and travel can be arranged anywhere in Malaysia. Travel and accommodation are charged when part of the agreed scope.
