The short answer

Write one set of instructions for each way delegates arrive: landing at the airport, taking the train to Butterworth, and crossing by bridge or ferry. A line such as "come to Bayan Lepas" does not tell anyone which door to use.

Check each route with its operator, check the last stretch with the venue, and record who confirmed what and when. Choosing the island or the mainland is a separate decision, covered on the Penang page.

What to verify for Bayan Lepas and Batu Kawan

  • Is your address in Bayan Lepas or Batu Kawan? Treat them as two places. Ask the venue for its full address, then check which council covers it. Majlis Bandaraya Pulau Pinang (MBPP) and Majlis Bandaraya Seberang Perai (MBSP) have separate portals, and neither portal says whether Bayan Lepas or Batu Kawan falls in its area.
  • Where do delegates land? Malaysia Airports has a Penang airport section with arrivals, a map and a transport heading, but those pages give no transport details. Ask Malaysia Airports for the official ground transport.
  • How do train delegates continue? KTMB describes Butterworth as the gateway to Penang by bridge or ferry. Ask KTMB for the ETS timetable for your date, and ask the venue how train delegates should travel on.
  • How do delegates cross? Ask the Penang Port Commission for the ferry timetable and current service status. Ask the bridge operators for tolls and closures on your dates.
  • What does the venue mean by near? The Penang Waterfront Convention Centre (PWCC) describes itself as near Penang Bridge and the airport, yet its address is in Gelugor. Ask any venue for the route to its entrance in writing.
  • Is the route step-free, and can delegates manage luggage? Ask the venue and each operator what they offer, then check on site.
  • Who meets delegates, and where? Name one person and one registration point.

Arrival routes: the decision in one table

Fill one row for each route. Leave a cell open until someone has confirmed it. Then copy the result into the arrival instructions builder.

One address, several routes

These are two named places with several ways in. One address does not give one route, so write each route separately.

For the island-or-mainland choice see Penang. For a heritage-city venue shortlist see George Town. For the national picture see planning across Malaysia.

Worked example · Fictional example

A fictional association drafts its arrival instructions

Fictional organisation and figures, for illustration only.

The Persatuan Fiktif Pengurus Rantaian Bekalan holds a one-day forum for about 90 delegates. Its first draft says come to Batu Kawan.

The revised draft has three routes: air, train with a crossing, and road. Each route names its operator, the venue's entrance and a last stretch that the programme chair checked on a named date.

Handle it in-house, or bring in help?

Your team can usually handle this when

  • All delegates arrive by one route and the venue publishes clear directions.
  • A committee member can visit the route before the event.
  • The audience is local and knows the area.

Outside planning help earns its fee when

  • Delegates arrive by air, train and road, and nobody owns the arrival plan.
  • Your committee is outside Penang and cannot test the routes.
  • Visiting speakers need instructions they can follow without help.

Want someone to draft and check the arrival plan?

We can collect the answers from the operators and the venue and keep the answers in one place, or manage the event itself with the specialists it needs, within the scope we agree. Planning can be done remotely, and we can arrange on-site support and travel to Bayan Lepas and Batu Kawan when the scope needs it. Travel and accommodation are charged when part of the agreed scope. Send your venue address and where delegates travel from, and we will reply with the level of support that fits and what it would cover.

Questions organisers ask

Which council covers Bayan Lepas or Batu Kawan?

Ask the venue for its full address, then ask MBPP and MBSP. Their portals do not state their coverage areas.

What is the journey time from the airport?

Verify the last stretch on site and write the steps, not a time.

How do delegates reach Penang by train?

KTMB describes Butterworth as the gateway to Penang by bridge or ferry. Ask KTMB for the timetable for your date.

Does a venue described as near the airport count as a route?

No. Ask the venue for the route to its entrance in writing.
