The short answer

Choose the side of Penang by how your delegates arrive, not by the map. Write down where they land or board, how they cross, and which side the venue is on.

Then check the state holidays for your dates. The brief below puts both on one page.

What to verify for Penang

  • Which side is the venue on, and which local authority covers its address? Ask the venue for the full address, then check the council's own portal. The Majlis Bandaraya Pulau Pinang (MBPP) site lists licensing, hall booking and a heritage conservation department, but its page does not state its coverage area.
  • How do delegates cross? KTMB describes Butterworth as the gateway to Penang by bridge or ferry. Ask the Penang Port Commission for the ferry timetable and current status, and the bridge operators for tolls and closures on your dates.
  • Where do delegates land? Ask Malaysia Airports for official ground transport at Penang airport. Do not copy a journey time from a map.
  • What does the venue say about its own access? The Penang Waterfront Convention Centre (PWCC) gives an address in Gelugor and describes itself as near Penang Bridge, Penang International Airport and Georgetown. Ask any venue for hall details, hours and loading in writing.
  • What help is available for business events? The Penang Convention & Exhibition Bureau (PCEB) is the state bureau for business events and has a request-for-proposal page. Ask what it offers an association like yours.
  • Which state holidays fall on your dates? The Penang state portal has an "Info Cuti Umum" link. Ask the state government for the list for your event year, then test your dates with the host-city date checker.
  • Where do your delegates live? The 2026 school calendar puts Pulau Pinang in Kumpulan B and Kedah, Kelantan and Terengganu in Kumpulan A. Delegates with school-age children may have different holidays.

Name the side and the crossing

Penang has an island and a mainland side, so "in Penang" does not tell a delegate where to go. Name the side and the crossing in every instruction.

For a heritage-city venue shortlist see George Town. For delegates landing at the airport or crossing from the mainland see Bayan Lepas and Batu Kawan. For the national picture see planning across Malaysia.

Worked example · Fictional example

A fictional association compares two sides of Penang

Fictional organisation and figures, for illustration only.

Persatuan Fiktif Jurutera Elektronik plans a two-day conference for about 200 delegates. Most travel from Kuala Lumpur, and some will take the train to Butterworth.

The committee fills the table for one island and one mainland address. It finds that its preferred date falls near a state holiday, so it asks the state government to confirm the list and moves the event by one week.

Handle it in-house, or bring in help?

Your team can usually handle this when

  • Your delegates are mostly local and know both sides of Penang.
  • The venue is already chosen and its access is clear in writing.
  • A committee member can check holidays and make the calls.

Outside planning help earns its fee when

  • Your delegates arrive by air, train and road, and nobody owns the arrival plan.
  • You are weighing an island address against a mainland address and need one comparison.
  • Your committee is outside Penang and cannot visit before the event.

Want someone to compare the two sides with you?

We can run the island and mainland comparison, chase the answers and keep the arrival plan in one place, or manage the event itself with the specialists it needs, within the scope we agree. Planning can be done remotely, and we can arrange on-site support and travel to Penang when the scope needs it. Travel and accommodation are charged when part of the agreed scope. Send your dates, venue and what is still open, and we will reply with the level of support that fits and what it would cover.

Questions organisers ask

Should we hold our event on the island or the mainland?

Decide by how delegates arrive and cross, then compare addresses with the worksheet. The map alone does not decide it.

Which Penang state holidays should we check?

Ask the state government for the list for your event year. The national schedule names a World Heritage anniversary and the Yang di-Pertua Negeri birthday, but the schedule does not show which states observe them.

Is there a bureau that supports business events in Penang?

Yes. PCEB is the state bureau for business events. Ask which venues it supports and what it offers.

What is the crossing time?

Ask the operators for the current service, and check it again the day before the event.
